Lithuania accused Belarus on Monday of a “hybrid attack” after dozens of contraband-filled balloons forced the temporary closure of two airports. The NATO and EU member said the balloons, allegedly launched by Belarusian smugglers, carried illegal cigarettes and prompted Lithuania to shut its last two border crossings with Belarus.
