Former Philippine president Rodrigo Duterte, who was taken into custody by the International Criminal Court (ICC) on Wednesday, told supporters in a Facebook video that he takes full responsibility for his administration’s deadly “war on drugs”. The ICC arrest warrant alleges Duterte armed death squads that killed purported dealers and users.
