FRANCE 24’s Mark Owen speaks to Michael Benhamou, Founder and Executive Director of OPEWI, Europe’s War Institute, about the 5% defence spending target agreed by NATO countries at the latest summit. He says that the 5% figure was picked ‘as a negotiating tactic’ and that European taxpayers would want to see a return in the form of job creation and defence industry development on European soil.
