What was expected to be a historic breakthrough—direct negotiations between the Congolese government and the M23 rebel group—has been abruptly derailed. At the eleventh hour, the M23 withdrew from the talks. However, DR Congo remains resolute, confirming its attendance at the Luanda peace talks on Tuesday despite the rebels’ snub.
