North Korea rejects dialogue with Seoul, says no interest in talks

North Korea has no interest in dialogue with the South, leader Kim Jong Un’s sister said on Monday, dismissing new President Lee Jae Myung’s overtures. Since his June election, Lee has softened policy, halting border loudspeaker propaganda in response to North Korean balloon provocations.
