The deal, promising billions in potential investment, highlights efforts by both nations to secure vital resources amid escalating trade tensions with Beijing. Also in this edition: Amazon Web Services experienced a major outage on Monday, briefly disrupting internet traffic worldwide before the issue was resolved.
