Ukrainian President Volodymyr Zelensky on Thursday dimmed expectations for the first direct negotiations between Ukraine and Russia in three years after Russia’s Vladimir Putin announced he would send a “decorative” delegation in his stead to Turkey on Friday. US Secretary of State Marco Rubio insisted that no progress would be achieved without Putin directly meeting with US President Donald Trump.
